Transparent Status Effects

This resourcepack removes the background from the status effect displays in the HUD and inventory.  This is pack is based on the resource pack [Transparent GUI](https://modrinth.com/resourcepack/ziy-transparent-gui) by 紫芸SaMa / [ZiYun](https://modrinth.com/user/ZiYun). It already removed the background inside the inventory and I reused the transparent sprite from that to also remove the HUD icon backgrounds.
