The recipes for the NES Zapper and the Double A Batteries it needs can be found in the vanilla recipe book present in the crafting table.
The NES Zapper is a fairly powerful gun, able to one-shot chickens *(and other weak things too, but that's not as important)*. The range isn't great, but it's an 80s era toy, what did you expect.
