fixes [MC-201](https://bugs.mojang.com/browse/MC-201) so players rotate with minecarts as well as when on uncontrolled pigs, untamed horses, secondary boat passengers, etc by porting the impl from 1.2.5.
when fabric api is present, the mod will add a keybinding to toggle the mod on and off.
use the built in datapack in 1.21.2+ i guess
