Disable Netherite Upgrading

Disable Netherite Upgrading removes Netherite Upgrade Templates from all loot tables, making Diamond the best gear tier. Netherite Ingots remain useful for everything else, just not for upgrading gear. All other Bastion Chest loot generates as normal. --- Disable Netherite Upgrading may not work as intended when used with any mod that adds a different way to obtain a Netherite Upgrade Template or Netherite gear.
