Backporting 1.19.3-1.20 gamerules to the older versions.
### Commands:
- `/backportgamerule list` displays a list of gamerules and their values
- `/backportgamerule set ` sets the value for a gamerule
- `/backportgamerule version` displays current version of the mod
### Gamerules:
- `blockExplosionDropDecay` (default: true)
- `mobExplosionDropDecay` (default: true)
- `tntExplosionDropDecay` (default: false)
- `snowAccumulationHeight` (default: 1)
- `snowLayersKillGrass` (default: true)
- `waterSourceConversion` (default: true)
- `lavaSourceConversion` (default: false)
- `globalSoundEvents` (default: true)
